[VoiceOps] Porting Number - CLEC

Eric,

You will pretty much get stopped at the door with out being a clec without
an ICA.  You can't even get some of the required codes from telcordia and
neustar without showing your proof of being a state regulated utility.
There are a bunch of steps that need to happen before you can get to the
point of doing local interconnect.
