[VoiceOps] what is a fair port out fee?

I agree with Ivan, total cost is what's really important.  How they break
it down is not.  And agreed on bulk port prices in or out.  Our primary
calls it a "project port" and has a flat fee for all of them, even if it's
500 numbers.
