[VoiceOps] Appearance of an International call

LOL.  He flamed me off-list for pointing that out, after also trying to be
helpful.  I was told that I was an idiot basically.  Ah well.  I'd still
like to hear if others are running into this because we're working on a
project that will interface with hundreds of iPhones on VoLTE.
