[VoiceOps] Vitleity alternatives

We used VoIP Innovations/M2 years ago, and always had great service.  We
moved to Onvoy and the prices were just so much lower for our volume so we
stopped using them.  We still use Vitelity for a few limited things, and
never need CS, so I can't speak to it.
