[VoiceOps] Broadworks / High cost rate center blocking

We made a list in the dialplan that traps all calls to high-fraud areas.
We made that list from various online sources regarding call fraud.  Some
of the Caribbean, Nigeria and other African regions, etc.  The only
complaint we had over the years was for one Caribbean area code that is
high fraud, but low cost, so we enabled it.

We then have our carrier capped at something like 25 cents/min and a daily
dollar cap.

I think we could share our list, however it was built many years ago and
you probably want to re-research it yourself.
