[VoiceOps] looking for IVR PBX Workflow template

If I understood correctly, what Izzy is after is an actual IVR design tool which allows a low-level provisioner/onboarding specialist or a self-service PBX customer to take an IVR from visual concept to implementation in real time. Such a thing would have to integrate with a SIP application server in order to execute the desired call flow, or spit out dial plan syntax for something like Asterisk or Freeswitch.
This is analogous to many of the circuit design tools used for SONET, and, I presume, PON and Metro Ethernet type provisioning as part of various large-scale telco and cable OSS/BSSs. You draw the circuit, design it through various network elements, and the system actually goes out and provisions it on the network elements involved.
