To register as a Service Provider, you must have an Operating Company
Number (OCN) issued from the National Exchange Carrier Association (NECA),
hold Operating Authority, Certificate of Public Convenience and Necessity
(CPCN), Radio License or VoIP Proof of Numbering and participate in porting
