[cisco-voip] upgrading from 5.1.3.1103-2 to 5.1.3.3103.1 doesn't recognize the upgrade file

Mordechai,

Use RTMT to collect install/upgrade logs and those will show exactly 
what is going on.

Some basics:
1. make sure you ahve the correct upgrade file type
2. do not rename the upgrade file
3. install upgrade on the publisher first.  until publisher is upgraded 
subscribers will not recognize a valid upgrade
