[cisco-voip] cant dial out from ip phone

This certainly sounds serious. The best would be to start looking at the trace files, I know it might take a few minutes but that is your best bet. The trace will show you the results of the dialed numbers and whether or not the calling search spaces are still valid.

A call to the TAC might be in order as well.
