[cisco-voip] IPCC Troubleshooting advice

They get a busy signal right off the bat, doesnt even ring. We've come to
the conclusion that its an AT&T problem with the 800 number... noone ever
gets a busy signal if they call the local number that the 800 one gets
translated too. Also if I call the 800 number from inside callmanager, when
I get a busy signal I can see the call go out one of our PRI's to AT&T, and
I never see it come back in anywhere. The detailed CCM traces helped alot.
