Hi there,
You can try this.

Let's say you've 2 clusters:

cluster1 - DN 3001, 3002, 3003, 3004,3005
cluster2 - dn  4001, 4002, 4003, 4004, 4005
Your pilot number = 5555, it sits in cluster1. (when 5555 is dialed it
should rings multiple numbers, in our case cluster1 and cluster2 phoens)

Solution:

1. add 2nd line in cluster1 phones e.g. 5555 - ( it will solve your
cluster-1 problem) all phone would be able to ring.
2. create a CTI-rp or a dummy phone and add 5555 as a first line. put
call_forward_all to 3333. Assuming you've a route pattern of 3xxx to
cluster-2.
3. in cluster-2 create a voice-translation pattern - - xlate 3333 to 5555
4. add 5555 as a 2nd line in all phones in cluster-2.
