You didn’t indicate what version of CallManager/Unity.  If it’s Unity 4x/5x/7x running on Windows then I  would review if exposing the error greeting in the SA interface using the Advanced Settings might work.  Basically if they enter a option Unity doesn’t understand it would Transfer back to a CTI Route Point in CallManager.

Customer is using Unity Exclusively for Auto Attendants.  

The Site has some Internal Only Numbers (without VoiceMail Boxes) that Need to be Reached from the Auto Attendant; There are 150 of These Type of Numbers, so I don't want to Create 150 Call Handlers to make the Transfers to these Phones possible.  Is there a Global Setting in Unity to Collect Digits and then do a Blind Transfer to the Switch (CCM) without first looking in the Unity Database for the Number you dialed?
