[cisco-voip] CDR SOAP On Demand Service

Most people will never need to use this service. The service provides an API
to make specific queries to the CDR service via external tools using SOAP. I
haven't ever actually seen anyone do this.
I'd leave it disabled unless you're rolling your own custom CDR application.
