[cisco-voip] fast busy on UCCX trigger

Verify:
1. You do not have any dialing restrictions from use of Partitions and CSSs
(use DNA to verify)
2. The DN exists in Unified CM
3. The CTI Ports exist and are registered to UCCX in Unified CM
4. The UCCX box is "IN_SERVICE"
