Yes, it goes into a cyclic restart mode. It is definitely the Antivirus. The moment we uninstall it, all works fine, but the customer is experiencing problems with a viruses right now, and we cannot run the server without antivirus right now.

When you say Arc doesn't start, what happens? Does it go into cyclic restart mode?
If so, that means the CTI isn't working. Try launching phone dialer and see if you can control the CTI Ports etc
The Anti Virus itself shouldn't cause Arc not to start - unless it has a built in firewall that's now blocking the communication to the CUCM?

I need some help with ARC. My customer installed Anti-Virus, and since then the ARC Connect CT server does not start. The moment we remove Anti-Virus, it starts. We have excluded the c:\ArcData folder, but it still does not work. Any other folder we need to exclude?
