[cisco-voip] UCM 8 "user" licensing

I'm in the process of upgrading a client from 4.1.3 to 8.0.3. We have/had
approx. 60 users/phones on the old 4.1.3 system and we overpurchased 140
"users" for UCM8. I uploaded my license and it only shows 140 "units"
authorized. The UCM8 license unit report shows I have 250 "units" used - and
based on the license unit calculator it is still calculating "units" based
on 4 units for a 7940, etc. So I'm 110 "units" short. I'm on hold with TAC
licensing arguing that it doesn't make sense that 1 user = 1 dlu.
Is there not some calculation of each user license = 4 DLUs or each user = 6
DLUs? This doesn't make sense.
