[cisco-voip] ATA187 in CUCM 8.0(2)

Got it fixed after working with TAC.  Had to first reboot the Publisher,
then reboot the ATA and it registered.  Something with that QED file didn't
take effect until rebooting the Pub...very strange.  There isn't any bug ID
for this...
