[cisco-voip] blf on 8.0.2c

Robert, was this an existing phone from before the upgrade, or a new
provision?  The bug seems to be with only new provisioned phones.

I can take an existing phone from my test phones, that was there prior to
the upgrade (one of them happened to have a BLF already there), and it works
fine.  I can add additional BLF's and everything is normal.

Take a new phone out of the box, provision it, add a BLF, and the BLF
doesn't display on the phone.  Line 1 or even a Line 2 displays normally.
