[cisco-voip] ask about call redirect?

The call redirect step is working as designed.  The success branch simply
means the transfer happened without error, not that someone actually
answered the call.

You could replace the call redirect step with the call consult transfer
step, which gives you the option to specify a timeout.  If the call is not
answered within the timeout period, you will be able to handle the call
accordingly.
