[cisco-voip] Block internal and External calling unless its a transfer or conference

Here is a fun request I received.
Call Center Agent shouldn't have access to dial any internal or external
number unless they are performing a transfer or conference.
These agents are using CTIOS and CUCM version 7.1.2.
I don't see how I can turn on this access when transferring or
conferencing a call. I was hoping the Call Forward CSS came into play
when using these softkeys but testing proved otherwise.
Is this possible?
