[cisco-voip] how replace the busy or ringback tone with customprompts?

There is a lot of requests for the below, I don't know if there is a
feature request on Cisco or not.

hi,

If a user is already on a call, the callie hears the ringback tone. Can
we change this to custom prompts like the " user is on another call"

We are  running CCM 4.2 and CRS 4.0
