[cisco-voip] 6901 Registration Rejected on 7.1(3)

Per the release notes for 9.0(2) FW for 6901 it is supported on 7.1(3) and above. We are trying to register it on CUCM cluster running 7.1.3.30000-1.  However getting registration rejected due to authentication error (Reason Code 10). Has anyone come across this?

I've installed the 6901 enabler cmterm-6901_6911-QED-902.cop.sgn on the Publisher and FW cmterm-6901_6911-sccp.9-0-2-0.cop.sgn on all servers in the cluster. I've also restarted TFTP service.
