[cisco-voip] UCCx RM user Max Associations?

Don't forget that the reason why you associate phones to the rmcm user is so
the UCCX rmcm subsystem can monitor their state (idle, ringing, transfer,
etc.).
So, even if the CallManager can handle the association, UCCX may not be able
to keep up with all the events from 1,600 phones.
