[cisco-voip] Adding BLF to 7962 causes phone to deregister permanently

This sounds very much like what happens when you have a transit network 
device doing packet/protocol inspection that does not understand the 
messaging associated with those features.  Is there a NAT boundary, 
firewall doing inspection, or similar network device between this phone 
and the CM server?  Can you move the phone closer to the server to 
confirm it is not a network issue?
