[cisco-voip] ICM Ad-Hoc Closure w/o Administrator Intervention

Correct, an IVR of some sort (IPIVR or CVP) would be required to interact
with external files, nothing native in ICM to handle this.  That said, even
providing the caller with a menu to change a persistent variable will
require the use of an IVR of some sort, can't do this natively in ICM
either...
